《商标法实施条例》规定，商标注册证出现遗失或破损情况，注册商标人应当向商标局提交补发商标注册证申请；商标注册遗失的，注册商标人需要在《商标公告》上刊登遗失声明；商标注册证破损的，注册商标人应将其交回商标局。

办理补发商标注册证程序：

1.注册商标人办理补发商标注册证，需提交《补发商标注册证申请书》；若注册商标人委托商标代理机构办理，还需提交《商标代理委托书》。
